As always this is a commercial balancing act. If and when the size of the market indicates that the costs involved in translating into another language will be outweighed by the sales, it will be considered, as long as there are no license restictions in that country.
大概意思是
通常这是一个商业的平衡。如果当市场规模表明，参与翻译成另一种语言的成本将超过销售，只要没有许可限制在该国，（翻译成该国的语言）这将被考虑。
个人觉得SI还是觉得在中国市场的销售不理想（似乎没有销售过？），主要考虑的是我国知识产权保护在国际中的印象。
